Otherwise the only heavy way forward, if nobody can tell you exactly or with good probability what courses the flickering of those assets, is exclusion - unsubscribe each mod one by one or all and then start the subscriptions again one by one and test it.

Testing with the -noWorkshop and -disableMods (make sure you get the caps right) launch options and starting a new city is the best way to check that.
