It engages in detailed scrutiny of Bills – and of secondary legislation – in a way not possible in the Commons. The Commons is constrained both by time and by the political will of MPs. Even if they were both elected, the chamber would be performing a different role. Local councils are elected, but nobody calls them clones of the Commons. Everybody gets jobs via an interview process, yet then go on to do different tasks.
